What are the Documents Required for Labour Contractor License

There are two types of Labour License

To apply for a Labor Contractor License, you’ll need the following documents:

  1. Owner’s PAN Card: The Permanent Account Number (PAN) card of the owner of the labor contracting firm.

  2. Owner’s Aadhar Card: The owner’s Aadhar card to verify their identity.

  3. Contact Information: Provide a valid mobile number and email address for communication.

  4. Premises Proof: Submit an electricity bill or utility bill in the firm’s name as proof of business premises. If you’re renting, include the rent agreement.

  5. GST Registration Certificate: You must have a GST registration certificate to comply with tax regulations.

  6. PF Registration Certificate: Include a certificate showing registration with the Employees’ Provident Fund Organization (EPFO).

  7. ESIC or WC Policy: Furnish either an Employee State Insurance Corporation (ESIC) certificate or a Workers’ Compensation (WC) policy, depending on your labor type.

  8. Contract Documents: Provide copies of contracts, letters of intent, or letters of commitment between you and the principal employer, outlining the terms and conditions of the labor contract.

  9. Form III (or Relevant Form): Include Form III or the applicable form, as required by labor laws, provided by the principal employer. This form contains details about the labor contractor and the contracted work.

  10. Legal Entity Documents: If your labor contracting entity is a partnership firm, LLP, trust, or company, include relevant registration documents like the partnership deed, LLP registration certificate, company PAN card, and registration certificate.

Establishment (Principal Employer) Registration Documents Checklist

To register as a Principal Employer in CLRA, you will need to provide the following documents:

  1. PAN Card of Manager:

    • The Permanent Account Number (PAN) card of the manager who is responsible for the establishment.
  2. Aadhar Card of Manager:

    • The Aadhar card of the manager for identity verification.
  3. Mobile and Email ID:

    • Contact information, including a mobile number and email address, for communication and correspondence related to the registration.
  4. Electricity Bill or Utility Bill of Premises (Rent Agreement if Rented):

    • Proof of the business premises, which can be demonstrated through an electricity bill or utility bill in the name of the establishment. If the premises are rented, include the rent agreement.
  5. GST Certificate:

    • A Goods and Services Tax (GST) certificate, if applicable, to comply with tax regulations.
  6. PF and ESIC Registration:

    • Certification or proof of registration with the Employees’ Provident Fund Organization (EPFO) and the Employee State Insurance Corporation (ESIC), as required.
  7. Certification of Head of Establishment:

    • A certification from the head of the establishment confirming the status of the establishment as a Principal Employer.
  8. Authority Issued by HOD for Declaration of Principal Employer:

    • Documentation indicating that the Head of Department (HOD) has authorized the establishment to act as a Principal Employer.
  9. If Partnership Firm or LLP or Trust or Company etc:

    • If the establishment is registered as a partnership firm, LLP, trust, or company, include the relevant documents, such as the Deed/Memorandum of Association-Articles of Association (MoA-AoA), Company PAN card, and registration certificate.
